This is a great article from web.dev about Responsive Web Design Basics.

And also you can check out the w3schools HTML Responsive Web Design guide.

And about media queries, I think this article from css-tricks might help - A Complete Guide to CSS Media Queries

And css tricks is also great for learning flexbox, grid and other css stuff.
