How do we add the eye icon on hovering over the image and the hand in place of cursor on hover over active elements?

I tried adding the eye icon on the image which is visible on hovering over the image. But, the opacity is not 100%, even though I have set it to 1. Kindly suggest how to make that eye icon completely opaque.
